ui: minimal standalone error/404 pages (no sidebar, no buttons) 2b4428af4c

feat(ui): configurable DoD/policy login banner on sign-in pages ... 2bbb1465a9

- New server settings: login_banner_enabled / _text / _link_text / _link_url
- Renders on all auth pages (login, 2FA, register, forgot/reset) with plain
  text (newlines preserved, no HTML) and an optional configurable policy link
- Admin form under Server settings -> General with URL validation
  (http(s) or relative only) and required text when enabled

ui: plain-text login disclosure right of card; left-third layout ... 3206f0db59

Move the login banner out of the auth-card box into a plain-text column
on the right (grid 1fr/2fr). Card pinned to the left third; when banner
is disabled the login card stays centered. DoD wording moved to the
classification settings section.

- Login/DoD disclosure: on mobile the policy note is a fixed bottom bar (always visible),
  with auth-wrap padding-bottom so the card is never hidden
- Reusable empty-state component (circle icon + title + text + optional CTA) applied to
  teams, projects, machine accounts, trash, shared/secrets, and global search
- Subtle dot-matrix tiling on the authentication wrapper background
